In Volgograd and Tyumen, families can use maternity capital to cover 36% of the down payment on a mortgage to buy a two-room apartment. Moscow and St. Petersburg have the smallest share of maternity capital in the down payment (12% and 17%, respectively). This is stated in the results of a study of experts "Movement.ru" and analysts of the company DEVISION, which were familiarized with "Izvestia" on December 4.

To calculate the experts took the average cost of a one-bedroom apartment with an area of 53 square meters. m and the size of the down payment of 30%. The amount of maternity capital was taken for families with one child or two children, regional payments were also taken into account. The average share of maternity capital in the down payment in Russia is 24% (for one child) and 32% (two children).

In Volgograd, Tyumen, Voronezh, Samara, Chelyabinsk, Rostov-on-Don and Krasnoyarsk, 30% or more of the down payment for an apartment can be paid at the expense of maternity capital at the birth of the first child. At the birth of two or more children, the share of maternity capital in the payment in these cities will increase to 40-48%. The exception will be in this case Voronezh, where at the expense of regional payment for the birth of the second child, the share of matkapital in the initial payment will be the maximum - 55%, analysts said.

Cities in which at the expense of maternity capital at the birth of the first child can be repaid less than a quarter of the initial payment - Ufa, Krasnodar, Kazan, Nizhny Novgorod, St. Petersburg and Moscow. In the case of using maternity capital for two children in these cities, except for Moscow and St. Petersburg, its share in the down payment rises to 30-33%, experts added.

Earlier, on October 30, Russian President Vladimir Putin signed the law on the budget of the Pension and Social Insurance Fund for 2025-2027, according to which the maternity capital will be indexed by 7.3%. The indexation will take place from February 1, 2025. The total amount of the payment will amount to 676,398 rubles.
