Lawyer warns dacha dwellers about the threat of "winter" fines

Lawyer, expert on gardening and land use Nadezhda Loktionova has warned dacha residents about fines that may threaten them in winter.
In a conversation with Lenta.Ru on Tuesday, December 3, the expert noted that dacha residents could face a fine for throwing snow from the site to the common roads. The fine for this will be from Br5 to Br15 thousand. The responsibility for snowdrifts on the personal land plot is not provided, RT writes.
Dacha residents can also be fined Br3 thousand for building a fire on the plot, if it violates the Rules of fire regime, approved by the government. It is also forbidden to leave stoves that are stoked unattended or entrust children to supervise them.
In addition, according to the lawyer, it is unacceptable to place fuel, other combustible substances and materials on the pre-flame sheet. Gasoline, diesel fuel, kerosene and other flammable and combustible liquids may not be used for ignition. In addition, it is not allowed to fire coal, coke and gas stoves that are not designed for these fuels.
Loktionova also noted that solid municipal waste (MSW) must be deposited in a specially designated place - a container site. It is not allowed to bury such garbage in snowdrifts and accumulate it in a specially designated place. This is punishable by a fine of 2-3 thousand rubles, Pravda.Ru notes.
Vegetable garbage (branches, grass and leaves) can not be placed together with solid municipal waste. The board of a garden or dacha community must determine another place for its storage, as well as conclude a separate contract for the removal of this plant debris with a licensed organization.
It is also important to comply with the requirements when using plant waste for composting. The distance should be at least 20 meters from water sources and at least 10 meters from residences and outbuildings.
In July, Olga Chirikova, a senior lecturer at the Department of Civil Law Disciplines of Plekhanov Russian Economic University, reminded about fines for unauthorized constructions at the dacha. The fine will be from Br2 thousand to Br5 thousand. According to her, officials for unauthorized construction on a dacha plot can be fined from Br20 thousand to Br50 thousand, notes 360.ru.
In May, Deputy Chairman of the State Duma Committee on Construction and Housing Svetlana Razvorotneva warned dacha residents about fines. According to her, it is necessary to remember about fines for burning garbage and leaves. It is forbidden to burn garbage and leaves closer than 15 m from any buildings, in a barrel - closer than 7.5 m. Brazier - no closer than 5 m from any buildings, controls the Ministry of Emergency Situations, reports NSN.
March 18, a member of the State Duma Committee on Small and Medium Entrepreneurship Alexei Govyrin told "Izvestia" that the implementation of business activities on the territory of the garden plot is prohibited. However, it is possible to organize a business on public land belonging to SNT, with the consent of all members of the partnership. For example, you can provide services for the manufacture and repair of wood products. It can also be profitable to raise bees and produce honey.
