Over the past 24 hours, 267 traffic accidents were recorded on Russian roads, in which 34 people were killed and 302 injured. 24 of the dead were passengers and drivers of vehicles. This was reported to "Izvestia" on Tuesday, December 3, in the State Automobile Inspectorate of the Ministry of Internal Affairs of Russia. As a result of 112 accidents, 67 of which occurred at crosswalks and 45 outside their zone of action, 10 pedestrians were killed, another 103 were injured of varying severity.

With participation of minors for the past day 29 accidents were registered, as a result of which 31 young participants of road traffic were injured, including 23 pedestrians and eight children-passengers. One child pedestrian died. Thus, in the evening in Kazan, a 23-year-old driver, who has been brought to administrative responsibility 143 times in the last two years, at the wheel of a carsharing car while passing a regulated crosswalk at a permissive traffic signal hit a seven-year-old pedestrian. The boy, unaccompanied by adults, was going to a sports training and crossed the roadway at the prohibiting signal of the pedestrian traffic light. The child died.

State Traffic Inspectorate recommends drivers to be especially collected and careful when passing near schools, kindergartens and other educational or sports organizations, where there is a high probability of sudden appearance of children on the road, especially in the morning and evening. When approaching such facilities, motorists should reduce speed as much as possible to be able to stop the vehicle in case of a sudden change in traffic conditions.

Drivers were urged to take into account the requirements of markings, road signs and traffic signals, be careful when passing intersections, do not hurry to start or continue driving when changing traffic signals, be extremely attentive and control the traffic situation. Also in the department urged to always reduce speed up to a complete stop when approaching crosswalks to have time to miss pedestrians crossing the roadway.

Parents of minors in the traffic police advised to be more attentive to children of primary school age, accompanying them to additional or sports activities, and to equip children's clothes with retroreflective elements to make them more visible to drivers in the dark or dusk.

"Parents need to constantly remind their child of the rules of safe behavior on the street. They should walk together with them several times all the way from home to school, section or circle, drawing the child's attention to the most dangerous places. At the same time, it is worthwhile to make the child a "leader", so that he himself told how and where he will cross the street, what he will pay attention to, in what places he will be especially careful," - said "Izvestia" deputy head of the department of propaganda of the State Automobile Inspectorate of the Ministry of Internal Affairs of Russia, police colonel Anton Belan.

November 26, the State Duma passed in the first reading of the bill on the introduction of a fine of up to 5 thousand rubles for repeated driving without a MTPL policy. Now the fine under Part 1 of Article 12.37 of the Administrative Code ("Driving during the period not provided for by the policy, or transferring control to a driver not included in the contract") is Br500 and Br800 under Part 2 of the same article ("Driving without a valid policy").
