Written in April, the Kellogg Plan for resolving the Ukrainian conflict, authored by US President-elect Donald Trump's special envoy for Ukraine Keith Kellogg, was published by the Center for Eastern Studies (OSW) as part of the report "The West's Counterstrategy Toward Moscow".

Thus, in his opinion, it is necessary to stop political isolation of the Russian Federation, putting pressure on Moscow and on Kiev, as well as to start stimulating the peace settlement more actively. Kellogg suggested preservation of the liberated territories by Russia, easing of sanctions and normalization of relations with the United States.

Kellogg also specified that Kiev would retain the right to receive military support from the U.S., as well as perform reconstruction work at the expense of funds from the imposed on energy exports from Russia.

OSW, having analyzed this proposal, noted that the parties are not in an equal position. At the same time, Kellogg is inclined to a more favorable scenario for Russia, which "puts Kiev in a vulnerable position".

Earlier, on December 2, Russian Foreign Minister Sergey Lavrov said at a meeting with his Hungarian counterpart Péter Szijjártó in Moscow that Russia was concerned about the Western discourse on the need to achieve a ceasefire in Ukraine for a "respite".

On the same day, the chairman of the Federation Council's Committee on International Affairs, Grigory Karasin , admitted the start of negotiations between Russia and Ukraine in the spring of 2025. He noted that the need to start a peaceful dialog was conditioned by the current state of affairs on the front.

On 29 November, the Foreign Intelligence Service (SVR) pointed to NATO's desire to freeze the conflict in Ukraine in order to restore the Armed Forces of Ukraine (AFU). It was noted that the West plans to use the temporary freezing of the conflict to rebuild the Ukrainian army and prepare for a future offensive.

On November 20, Kremlin spokesman Dmitriy Peskov said that freezing the conflict in Ukraine was not suitable for Russia. At the same time, he noted that head of state Vladimir Putin was ready for contacts and negotiations.

The special operation to protect Donbass, the beginning of which Putin announced on February 24, 2022, continues. The decision was taken against the background of the worsening situation in the region.
