Russia has proposed to include traffic rules in the subject "Basics of Life Safety" of the school program. The corresponding appeal to Russian Prime Minister Mikhail Mishustin was prepared by the National Automobile Union (NAS), the document is at the disposal of "Izvestia".

Representatives of the NAC noted the growth of all indicators of accidents involving minors in the first nine months of 2024. During this period, 18.1 thousand (+7.3%) accidents were registered, in which 630 (+2.6%) minors were killed and 20.1 thousand (+7.6%) were injured. The number of accidents involving child drivers of motorized vehicles has also increased, as well as the number of children killed and injured in them.

One of the reasons for the high number of accidents and deaths in the NAS is the low level of knowledge of traffic rules by all road users, including minors. It is noted that modern requirements for education knowledge of traffic rules is not established, while in Soviet times lessons on road safety were included in the mandatory school program.

"One of the steps can be a change in educational standards for the subject "Basics of Life Safety" with the mandatory inclusion in the program of the study of traffic rules, Chapter 12 of the Code of Administrative Offences of the Russian Federation, in grades 5-11 of schools with the preparation of specialized, intended for minors textbooks. This will dramatically increase the level of training of all road users, and in a few years there will be generations who know traffic rules from childhood," the document says.

At the same time, the NAC proposed to reform the system of driver training and to allow independent preparation for theoretical examinations. This will "significantly reduce the financial burden on driver candidates due to the refusal to teach the theory of traffic rules in driving schools, while there will be no negative impact on the success of passing the exam due to the extremely low rates at present," the Union said.

In addition, human rights activists believe it is necessary to allow the work of individual driving instructors, as well as to make amendments that would establish criteria for the success of driving schools: if less than 60% of graduates pass the theoretical exam and less than 30% pass the practical exam with the first time, it is necessary to withdraw permits and stop the work of such institutions, suggested in the NAC.

On November 27, it became known that the amendments providing for an increase in fines for traffic violations, came to the State Duma. As reported "Vedomosti", fines for violation of a number of traffic rules may increase in Russia from January 1, 2025.
