Mandatory labeling of motor oils to be launched from September 1, 2025

Mandatory marking in the "Honest Mark" system for a number of new goods, including lubricants and special automotive fluids, will begin on September 1, 2025. The timing of the introduction was approved by the Russian Government, the document was published on the Internet portal of legal information.

Sellers, manufacturers and importers of certain types of lubricants and special automotive fluids must register in the state information system for monitoring the turnover of labeled goods from March 1, 2025.

They will be obliged to mark packaging and submit information to the information system of labeling from September 1, 2025. Lubricants may be put into circulation without marking and submitting information to the marking system until August 31, 2025.

Stock balances of lubricants and automotive fluids produced or imported before September 1, 2025 must be marked by October 31 of the same year. Turnover and withdrawal from circulation of unlabeled lubricants - until November 30, 2025.

Earlier, on October 29, it was reported that the Ministry of Industry and Trade proposed to conduct from December 15, 2024 to August 31, 2025 experiment on labeling of certain types of sweets and confectionery products in Russia. It is assumed that the experiment will affect chocolate, candies, marshmallows, pastilles, cookies, jelly, marmalade, chewing gum and others.

In Russia, 24 groups of goods are being labeled and 14 experiments are underway. Currently, labeling covers more than 19.5% of the country's non-resource GDP.
