Putin signed laws regulating the activities of private detectives and security guards

Russian President Vladimir Putin has signed laws to regulate the activities of private detectives and security guards in the country. The documents were published on the legal information portal on November 30.

The first law defines the legal framework for private security activities, including the definition of participants and their powers, as well as guarantees of legal and social conditions for employees of private security services.

In addition, the law establishes the conditions under which physical force, special means and firearms may be used.

The second law introduces the concept of "private detective". According to the document, an individual entrepreneur can become a private detective. To carry out detective activities must have a secondary or higher education, or have a work experience in law enforcement agencies for at least three years.

It is specified that the category of "private detective" can also include people who have passed special courses and have the appropriate license.

Back in November 2020, it was reported that the State Duma developed a bill on detective activity. The opinions of experts interviewed by Izvestiya are divided: some believe that the legislative innovation is aimed more at gaining profit than at protecting the rights of citizens, while others are confident that private detective activity can complement and improve the quality of preliminary investigations.
