In the State Duma proposed to increase the fine for unsanitary apartments

In Russia it is worth increasing fines for owners and tenants of apartments in which the dwelling is unsanitary. This was announced on Saturday, November 30, by Deputy Chairman of the State Duma Committee on Construction and Housing Sergei Kolunov.
According to him, in order to stop unsanitary conditions, apartment owners should significantly increase fines and expand the concept of unsanitary conditions, and if this does not help, it is worth considering the norm of forced seizure of housing.
Kolunov called the problem quite serious, as often the smell from a dirty apartment begins to spread throughout the house, causing inconvenience and harm to the health of neighbors.
"It is really hard to get management, most often a verbal conversation does not help, and measures of administrative impact actually do not exist. Yes, there is article 6.4 of the Administrative Code, which threatens with ridiculous fines of up to 1 thousand rubles for unsanitary conditions. But they are rarely brought under it, and neighbors have to live in such conditions for years and breathe it," - quotes his words "RIA Novosti".
It is noted that the situation is complicated by the fact that even after complaints from neighbors, the authorities often can not get into the neglected apartments, as the owners do not open the door.
Earlier, on November 11, in the Far East, bailiffs initiated enforcement proceedings against a woman who bred more than 65 cats in unsanitary conditions. It was noted that concerned people bought almost all the animals from the lady and sought her eviction, but the unscrupulous citizen refused to leave the apartment voluntarily.
