The average premium for short-term CMTPL insurance has fallen eightfold

Compared to March 2024, when the amendments allowing the issuance of short-term CMTPL insurance policies came into force, the average premium on contracts has decreased eight times. This is stated in the report of the Russian Union of Motor Insurers (RUIA), which was received by Izvestia on November 29.

Amendments to the law on compulsory motor TPL insurance, which allow the issuance of short-term policies of compulsory motor TPL insurance for a period of one day to three months, came into force on March 2 this year. Since then, 516.6 thousand such contracts have been issued, the average premium on them amounted to 449 rubles, which is eight times less than the results of the first sales, calculated in the RAMI. Thus, in March 2024, the average premium on them amounted to 3755 rubles.

As noted by the head of RAMI Evgeny Ufimtsev, short-term policies of CMTPL insurance is primarily interested in cab drivers who do not operate on a regular basis. The purpose of use of the vehicle in 93.4% of such contracts - "cab".

In October 2024, the average premium for MTPL insurance amounted to 7,638 rubles, down 5.2% compared to the beginning of the year and 3.2% compared to October last year. At the same time, the average payment in mid-autumn amounted to 104.3 thousand rubles - 4.1% more than at the beginning of 2024, and 6.3% more than in October 2023.

Aggregate payments under CMTPL insurance for January-October 2024 increased by 13.5% compared to the same period of 2023 and amounted to 156.3 billion rubles. The number of concluded contracts for this period increased by 5.7% and amounted to 36.4 million. Collected for this period premiums on MTPL insurance amounted to 274.6 billion rubles (an increase of 2.5%).

Earlier in the day it became known that the State Duma prepared amendments to the law on compulsory motor TPL insurance, which suggest changing the rules of compensation payments for car insurance in the case when the perpetrator of the accident has no insurance. It is proposed to add a chapter to the law on compulsory motor TPL insurance, according to which, in the absence of a contract of compulsory motor TPL insurance, compensation will be paid by a professional association of insurers.
