Three people died and at least 26 suffered in a private social center in the Altai region. About the death of the guests became known in the evening of November 28. According to preliminary data of the Ministry of health, the victims were diagnosed with acute intestinal infection without clinical manifestations, they were hospitalized.
Later, the Department of Rospotrebnadzor for Altai Krai clarified that the death of the guests of the social center, presumably, was caused not by poisoning, but by an unidentified infection. The survivors were diagnosed with "acute infectious gastroenterocolitis".
In the center itself disinfected the premises, the guests continue to be monitored by doctors of Kalmanskaya CRB, specified TASS in the regional Ministry of Health.
As explained in the Telegram-channel of the Investigative Department of the Investigative Committee (ICS) of the Russian Federation for the region, the body of the first victim with signs of poisoning was found in the center in the afternoon of November 28. Several more people with signs of poisoning were hospitalized in medical institutions, where two of them later died.
In the morning of November 29, the total number of victims increased first to 21, and then to 26 people - acute intestinal infection was detected in several more guests and employees of the social center. Five victims were placed in intensive care.
Earlier, the director of the social center Alik Gelfenbein told TASS that all the victims are pensioners, people in pre-retirement age, some are disabled.
The wife of the director of the social center, who also works there, in a conversation with RT named rotavirus as the cause of death of three guests. According to her, the first to fall ill was a homeless man who was recently brought to them.
"We believe that he came to us with this contagion, because he did not stay long and died with us," she said, adding that people began to fall ill as early as Friday.
Criminal case on the fact of poisoning in "Rubicon"
As explained in the press service of the Investigative Department of the Investigative Committee of the Russian Federation for the region, a criminal case has been opened over the incident under part 3 of article 238 of the Criminal Code of the Russian Federation ("Provision of services that do not meet the safety requirements of life and health of consumers, resulting in the death of two or more persons by negligence"). The progress of the investigation is being monitored by the Investigative Committee of the Russian Federation. The maximum penalty under this article provides for up to ten years' imprisonment.
The chairman of the board of the social center has been detained and investigative actions are being carried out with him. In the near future, the investigator of the IC will send a petition to the court to elect a measure of restraint against him in the form of detention, added in the regional IC.
Investigators are working at the scene of the accident. Employees of the authorities seize items of importance for the investigation, interrogate the staff of the institution and its guests. Forensic medical and chemical examinations are appointed.
The private social service center "Rubicon" is located in the village of Kalistratikha, Kalmansky district, 40 km south of Barnaul. The center is engaged in the adaptation of former convicts.
The center's website states that the organization provides former prisoners with temporary housing and clothing, as well as support from a psychologist and legal assistance in restoring documents. Social services are provided in semi-permanent or stationary form.
