The deployment of peacekeepers is possible only with the consent of the parties to a conflict. Kremlin spokesman Dmitry Peskov said this during a briefing on 29 November when answering a question about the possible deployment of the contingent in Ukraine.

He added that in order to get on the settlement trajectory, it is necessary to address the root causes, which is deeper than the peacekeepers' mission.

"The deployment of peacekeepers is possible only with the consent of the parties to a particular conflict, that's one. Secondly, we have absolutely clear parameters necessary for settlement. And of course, to get on the settlement trajectory, we need to address the root cause of this conflict," he listed the root causes.

Earlier in the day, the press bureau of the Foreign Intelligence Service (SVR) reported that Romania, Poland, Germany and Britain were planning to actually occupy Ukraine under the guise of deploying a "peacekeeping contingent" in the country. In order to restore Ukraine's combat capability, the West plans to introduce 100,000 peacekeepers into the country, the agency said.

The day before, Putin said during his approach to journalists in Astana that Russia was ready for talks on Ukraine on the previous terms. He noted that at the moment there are no preconditions for Russia to start negotiations on Kiev, but there are conditions for peace.

Back in June, Putin said at a meeting with the Foreign Ministry leadership that the country has always sought peace and is ready to sit down at the negotiating table even tomorrow. This will be possible when Kiev withdraws its troops from Russian regions and officially renounces its intentions to integrate into NATO, he said.

The last round of talks between Russia and Ukraine was held in Istanbul on March 29, 2022. Later, Kiev officially abandoned contacts with Moscow. On October 4 of the same year, Ukrainian President Volodymyr Zelensky (his term of office expired on May 20, 2024) enforced the decision of the country's National Security and Defense Council on the impossibility of holding talks with Putin.
