The Armed Forces of Ukraine (AFU) have repeatedly tried to attack Moscow and St. Petersburg. Russian President Vladimir Putin said this at the CSTO summit in Astana on November 28.

"The Kiev regime has repeatedly tried to launch strikes on objects of state importance of Russia, on St. Petersburg and Moscow," he said.

According to the Russian leader, at the moment Ukraine continues to carry out attacks. In response to these actions, the Russian Defense Ministry and the General Staff are selecting targets to hit on the Ukrainian side, including decision-making centers in Kiev.

Earlier, on November 21, Kremlin spokesman Dmitry Peskov said that the AFU was using unmanned aerial vehicles (UAVs) to attack residential targets on Russian territory, unlike the Russian military, which only works on military targets.

Before that, on November 4, the head of the Ukrainian president's office, Andriy Yermak, in a conversation with host Natalia Moseychuk, said that attacks on Russian energy facilities might stop. According to him, Kiev is ready to conclude such an agreement with the mediation of Qatar.

On 29 October, The Financial Times quoted a diplomat as saying that Russia and Ukraine were negotiating a mutual cessation of attacks on energy infrastructure. The newspaper's interlocutor noted that the parties were close to an agreement in August, but Kiev's invasion of Kursk Region crossed out all efforts. In turn, Kremlin spokesman Dmitry Peskov called the FT's publication about negotiations with Kiev on the cessation of strikes a fabrication.

At the same time, Peskov said on September 10 that the Kiev regime's drone attacks on residential neighborhoods were not hostilities. In his opinion, Russia needs to be secured from terrorist acts by Ukraine.

The special operation to protect Donbass, the start of which was announced by the Russian president on February 24, 2022, continues. The decision was taken against the background of the aggravated situation in the region.
