Russian President Vladimir Putin promised to inform his colleagues in the Collective Security Treaty Organization (CSTO) about the situation in the special military operation (SMO) zone at a summit in Astana on 28 November.

"Colleagues have asked me to report in more detail on how the situation is developing in the conflict zone in Ukraine, in the zone of the special military operation in the light of recent events. I have always done this at our meetings. Of course, realizing the importance of the current events, I will gladly do it today," he said.

Putin recalled that Western countries had authorized the Armed Forces of Ukraine (AFU) to use long-range precision weapons produced in the West to strike Russian territory. He emphasized that Moscow has repeatedly said that such actions would mean NATO's direct involvement in the conflict.

"Nevertheless, despite our warnings about the danger of escalation of the conflict, strikes on our territory were carried out in the Bryansk and Kursk regions with American ATACMS missiles and British Storm Shadow missiles," the Russian president said.

On the same day, Secretary General of the North Atlantic Alliance Mark Rutte said that he did not consider it a wise decision to involve NATO military forces in the conflict in Ukraine. He also noted that the Ukrainian side would start peace talks only if it was sure that it would get a positive result from them.

On November 21, Putin reported that Ukraine had used Western long-range weapons against Russia, causing the regional conflict to acquire elements of a global one. He also said that a test of the Oreshnik ballistic missile had taken place under combat conditions.

Before that, on October 17, Kremlin spokesman Dmitry Peskov said that the so-called peace plan of Ukrainian President Volodymyr Zelensky, whose term of office expired on May 20, was aimed at formalizing the NATO bloc's involvement in the conflict. He also called the Ukrainian leader's actions shortsighted and reckless in his position.

The special operation to protect Donbass, the start of which was announced by the Russian president on February 24, 2022, is ongoing. The decision was taken against the background of the aggravated situation in the region.
