Car towing discount bill urged to be finalized

The bill, which proposes to introduce a 50% discount when paying for the evacuation of a detained vehicle, requires conceptual revision. This is stated in the Russian government's response to the draft by State Duma Deputy Speaker Vladislav Davankov ("New People"), TASS reported on November 28.

The government said that the new discount would lead to a reduction in budget revenues. The review also points to inconsistencies in legal regulation: the procedure for payment for moving cars to special parking lots and their storage is determined not by the CAO, but by regional laws.

The parliamentarian proposed to introduce a discount provided that the payment of an administrative fine and the cost of moving and storing the evacuated car will be made within 20 days. Changes were envisioned in Article 27.13 of the CAO (detention of a vehicle), the bill was sent to the Cabinet in June.
