Expert names claim-required payments and benefits for pensioners

Not all social payments and benefits aimed at supporting pensioners are provided automatically, some of them require an application. This was stated on Thursday, November 28, by Professor Vadim Vinogradov, Doctor of Law, Dean of the Faculty of Law of the National Research University Higher School of Economics.

The lawyer said that one of the payments that are provided to federal beneficiaries, including veterans, disabled people, participants of the Great Patriotic War and for which it is necessary to submit an application, is a monthly cash payment (UDV).

"With the exception of the disabled, to whom the UDV is automatically assigned after information about disability is received by the Social Fund of Russia, other categories of citizens need to submit an application to the Social Fund of Russia in order to receive payments," Vinogradov told RT.

According to the expert, the application must be accompanied by documents confirming the right to the benefit, including: passport, pension and benefit certificate and others. The amount of the fixed payment to the pension depends on the category of benefits and receipt of social services.

An increased payment is entitled to the disabled of group I, pensioners over 80 years of age and those who have dependents who are unable to work: disabled persons, children, students, parents. In addition, for 30 or more years of rural work, the pension is increased by 25%.

He notes that one should apply independently for a supplement to the pension for the rural length of service accumulated after retirement. Only non-working pensioners are entitled to the supplementary payment.

The application is submitted to the Social Fund of Russia, MFC or online. Also, when exceeding the allowable level of expenses, pensioners can apply for a subsidy for the payment of housing and communal services (HCS) and a tax deduction for real estate.

"Moreover, the pensioner has the right to return personal income tax for the year in which the purchase was made, and for three more previous years. Application for the benefit must be submitted once in person at the tax office, on the website of the Federal Tax Service in the personal office of the taxpayer or through the MFC", - summarized Doctor of Law.

Earlier, on October 24, the head of the Social Fund of Russia Sergei Chirkov said that Russian pensioners will start receiving indexed pensions in January, and those of them, whose payment falls on the beginning of January - in December.

Chirkov specified that the budget of the fund has all the necessary funds for indexation of pensions for working and non-working pensioners from January 1, 2025. More than Br106 billion is allocated for these purposes. According to him, the fund is now preparing for indexation.

On the same day, Russian Finance Minister Anton Siluanov said that the average size of the insurance pension from 2025 will be Br24 thousand. He called it one of the examples of how the necessary guarantees were taken into account in the sphere of social policy.

Prior to that, October 7, Siluanov confirmed that from January there will be indexation of pensions of non-working and working pensioners to the inflation rate. The necessary funds have been included in the draft federal budget, the head of the Ministry of Finance pointed out.
