The State Council of Chuvashia has submitted to the State Duma a bill that would authorize the government to establish criteria for the aggressiveness of stray animals. The corresponding document was published in the database of the lower house on Thursday, November 28.
According to the draft, it is proposed to amend the Federal Law "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation."
"In accordance with [the Federal Law], ownerless animals that do not exhibit unmotivated aggressiveness, after treatment, sterilization and vaccination are subject to return to their former habitats <...> Methodological guidelines for the implementation of activities on the treatment of animals without owners have not established criteria for the behavior of the animal indicating the presence of unmotivated aggressiveness," reads the explanatory note to the bill.
Earlier, on November 22, the head of the Interior Ministry Vladimir Kolokoltsev was asked to take control of the criminal case of mass murder of dogs in various cities of Russia, as well as to expand the articles of the Criminal Code, under which the accused should be punished. Such a request was addressed to him by the first deputy chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection Vladimir Burmatov.
Before that, on November 18, a criminal case was opened over the death of a woman who suffered from dog bites in Mytishchi.
