Consumers and probably many dealers may oppose the use of used spare parts in repairs under CMTPL, the press service of SCC-Holding told Izvestia on November 27.

Earlier in the day, it was reported that Russia is actively considering the issue of allowing the use of used (second-hand) spare parts in repairs under CMTPL insurance. The Russian Union of Auto Insurers addressed a letter with a proposal to make such changes to the law to the Chairman of the Government Mikhail Mishustin and deputies. The Cabinet sent a request to the relevant ministries to work on the initiative, a source familiar with the discussion told Izvestia.

"This initiative is dictated by the fact that in a number of cases the repair terms are stretched precisely because of the lack of new spare parts. However, it should be understood that consumers and quite possibly many dealers will oppose the use of used parts," the press service of SCC-Holding said.

They specified that often such parts have hidden damages, which can't be determined by inspection and can be shown only by expert examination, which is quite expensive. Therefore, there is a risk that after the machine is put into operation, defects will start to appear after a certain period of time. Moreover, they can negatively affect the overall condition of the vehicle, the experts added.

"In addition, if permission is given to use second-hand, it is important to determine the maximum "age" of these parts and the level of wear and tear. Now services offer analogs, that is, so-called non-native parts. In the segment of expensive cars, only 10% agree to analogs, and that in extreme cases. That is, most likely, it is important to give the client the right to choose: a new part, second-hand or payment", - emphasized the press service of SCC-Holding.

At the same time, the Ministry of Industry and Trade told Izvestia that, in accordance with the plan for the development of amendments to technical regulations, the Ministry has now developed draft amendments to the technical regulations, which, among other things, addresses the issues of rules for the restoration of spare parts and car parts for their subsequent use.

This draft introduces a list of components that are not subject to reuse when changes are made to the design of vehicles in service. It includes: airbags, including the airbags themselves, pyrotechnic actuators, electronic control units and sensors; automatic or non-automatic seat belt assemblies, including webbing, buckles, tensioners, pyrotechnic actuators. In addition, the list includes: seats (only where belt and/or airbag attachments are integrated into the seats); steering locking devices affecting the steering column; immobilizers; catalytic converters and particulate filters; and exhaust system mufflers.

In addition, work is underway to ensure a sufficient supply of new automotive components and spare parts on the market. It is planned to increase own production of components. Moreover, a set of state support measures is already in place for the development of domestic component manufacturers. Also, the need for spare parts for imported cars is closed, including through the mechanism of parallel imports, the Ministry said.

Earlier, November 15, it was reported that the Central Bank (Central Bank) of the Russian Federation supported the idea to allow companies to issue a referral for repair under CMTPL to the service station, which the car owner chose himself. Ilya Smirnov, director of the Central Bank 's insurance market department, told Izvestiya.
