Russian President Vladimir Putin 's statement and Russia's use of the medium-range Oreshnik missile show that Moscow has all the capabilities to give a tangible response to Western aggression. This was stated by Federation Council Speaker Valentina Matviyenko at the plenary session of the chamber on Wednesday, November 27.

According to her, the Russian leader's actions are dictated by the need to respond to the Western escalation and giving Ukraine the opportunity to strike Russia, to demonstrate readiness for any scenarios and the ability to respond, as well as to lay the foundation for a future peaceful settlement of the conflict.

"We have a clear understanding and knowledge that this signal is accepted and deciphered by all addressees. This is not an ultimatum or a threat, as the Western media tried to present the event. This is a calm, balanced, reasoned and action-backed message from the leader of a world power," Matviyenko said.

The Federation Council Speaker called the event unprecedented in modern geopolitics, emphasizing that its full significance will become clear in time.

On November 21, Putin said that Ukraine had used Western long-range weapons against the Russian state, causing the regional conflict to acquire elements of a global one. In response, the newest ballistic missile "Oreshnik" was tested under combat conditions. The strike hit the Yuzhmash plant in Dnepropetrovsk.

The next day, the Russian leader indicated that a decision had been made to mass produce these missiles and the Russian Federation would continue testing them.

Russian Deputy Foreign Minister Sergei Ryabkov, speaking to Izvestia on November 25, called Putin's statement on the use of Oreshnik missiles in connection with the Ukrainian Armed Forces' attempts to attack facilities in Russia with long-range weapons a warning to the West. In his words, the head of state's address points to the need for Western politicians to stop and stop raising the stakes.
