Three urban districts became municipal districts in Primorsky Krai. The decision to change the status was made due to low population density in the territories.

According to federal legislation, the population density in urban districts should be five or more times higher than the average population density in the Russian Federation. It is 42.5 people per square kilometer. Dalnegorsk, Partizansky and Lesozavodsky districts did not meet such conditions. The population density is from 7 to 30 people per 1 square kilometer, the total population is from 3 thousand to 5.5 thousand people. This is reported by IA PrimaMedia. The lowest population density is in the Dalnegorsk district - 7.21 people per 1 square kilometer.

The Parliament emphasized that the change of status will not be a reason for early termination of powers of local self-government bodies. The transition period will last until January 1, 2025, during which time the charters of municipalities should be brought into compliance.

Taking into account the changes, the number of urban districts in Primorye decreased to nine, and the number of municipal districts increased to 21.
