The Federation Council at a meeting approved on Wednesday, November 27, the law on the federal budget of Russia for 2025-2027. The decision was adopted unanimously, the initiative was supported by 160 senators.
The projected revenues of the federal budget for 2025 will amount to Br40.296 trillion, Br41.84 trillion in 2026 and Br43.154 trillion in 2027. At the same time, expenditures will amount to Br41.469 trillion in 2025, Br44.022 trillion in 2026 and Br45.915 trillion in 2027.
In addition, gross domestic product (GDP) is expected to reach Br214.575 trillion in 2025, which corresponds to an increase of 2.5%. In 2026, it is projected to increase to Br230.568 trillion, and in 2027 - to Br248.313 trillion.
As for the state domestic debt, its upper limit on January 1, 2026 will be Br29.385 trillion.
The Council of Ministers reported that the inflation rate is projected at 4.5% in 2025 and 4% in 2026 and 2027.
Earlier, November 26, head of the Russian Finance Ministry Anton Siluanov said that the ministry plans to pursue a balanced and balanced budget policy in the next three years. He pointed out that now there is an overheating of the Russian economy, while the Russian Central Bank (CB) is trying to cool it down. Stimulus from the Ministry of Finance contradicts these efforts and would only cause further growth of the key rate, so the ministry will move to a balanced policy, and the support of individual industries will be made point-by-point.
Prior to that, on November 19, Russian President Vladimir Putin said that the federal budget deficit in the next three years may be less than planned. The authorities intend to achieve this by increasing the treasury revenues.
