Ex-head of the service in the Ministry of Defense Timofeev wants to be brought to criminal responsibility

The Main Military Prosecutor's Office (MGO) is asking to prosecute Ilya Timofeev, former head of the recycling service of the main armored vehicle department of the Russian Ministry of Defense, in the Spetstechnika case. This was reported to "Izvestia" on November 27 by his lawyer Yulia Nitchenko.

She noted that the prosecutor's office sent materials to the main military investigative department (GVSU) of the Investigative Committee of the Russian Federation on Timofeev on the issue of committing a crime under para. "b" part 2 of Article 285.4 of the Criminal Code of the Russian Federation ("Use by an official of his official powers contrary to the interests of service, resulting in grave consequences").

According to Nitchenko, Timofeev's new charge is related to the conclusion of five state contracts by the Russian Defense Ministry with Spetstechnika, which "have not been executed, prolonged and executed so far."

The case is directly related to the case of Spetstechnika's top managers Oleg Ivanov and Igor Mironov, according to the lawyer. The top managers are accused of abuse of power in the performance of the state defense order by an organized group, resulting in grave consequences (paragraphs "a", "b" of part 2 of article 201.1 of the Criminal Code of the Russian Federation).

The sanction of the article imputed to Colonel Timofeev provides for the same punishment as Ivanov and Mironov - up to 10 years of imprisonment. None of them admits guilt.

"Spetstechnika's funds remain unarrested, and according to the decision of the Moscow Arbitration Court, the Defense Ministry's lawsuit against the repair company to recover penalties for late execution of the state contract was lost," Nitchenko summarized.

According to the court filing, the case will begin to be considered at the Moscow Garrison Military Court later in the day.

The criminal case has been under investigation since May 5, 2022. Colonel Timofeev became its defendant on November 29, 2022. He was detained by FSB military counterintelligence officers, and the 235th garrison military court arrested the officer (this preventive measure is still in effect).

Timofeev was initially charged with part. 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on a large scale"). Later the charge was reclassified to part. 6 of Article 290 of the Criminal Code of the Russian Federation ("Receipt of a bribe") and Article 285 of the Criminal Code of the Russian Federation ("Abuse of official powers").

According to the first version of the investigation, the colonel, out of selfish motives, illegally allowed to work on the demilitarization of equipment of LLC "Maigeorezervy", which does not have the appropriate license. The company received decommissioned armored vehicles from military warehouses.
