Insurers proposed to use used parts when repairing cars older than six years old

Russia is actively considering the issue of using used spare parts for repairs under CMTPL insurance. The Russian Union of Motor Insurers (RUA) has sent a letter proposing such changes to the law to the government and deputies. The Cabinet of Ministers has addressed to the relevant ministries a request to work on the initiative, a source familiar with the situation told Izvestia.

Earlier, the Ministry of Finance and the Central Bank reported that such a possibility could be considered if industry-specific safety guarantees are adopted. A study on technical requirements for parts was conducted at the Research Institute of Automobile Transportation (NIIAT).

They proposed to allow the use of used spare parts without the customer's consent, provided that the requirements for their quality and safety are met. Now the law allows this to be done only with the approval of the car owner. The innovation will reduce the price of auto repair by 10-15%, and the term - up to 90%, the document says.

At the same time, the institute recommended introducing a number of restrictions. The first - to allow the use of used parts for auto repair only older than six years. The second - to prohibit the use of such parts for a number of categories of cars. Among them - urban ground electric vehicles, racing and training cars, special services vehicles. And the third - to prohibit the reuse of a number of components - airbags and seat belts, electronic control units and others.
