Russia will increase control over the sale of goods on marketplaces. This follows from the response of the Ministry of Industry and Trade to the head of the Public Consumer Initiative Oleg Pavlov, who previously asked the Ministry to take measures in connection with the large number of sales of counterfeit goods on the Internet, the lack of expiration dates, the country of manufacturer and other violations.
"The problem of illegal turnover of goods when trading on marketplaces was the subject of consideration at the September 25 meeting of the state commission on combating illicit trafficking of industrial products, which resulted in decisions, including those related to the involvement of marketplaces in the implementation of control over suppliers and goods admitted to their sites," the response reads.
In particular, the document states that recommendations were made to the Association of Internet Commerce Companies (AKIT) to include in the standards of self-regulation mandatory checks of sellers on marketplaces for registration in GIS MT, their compliance with mandatory requirements for labeling goods with means of identification and transfer of information to GISMT.
In addition, it is reported that the possibility of integration between the information systems of marketplaces and the state information system for monitoring the turnover of goods subject to mandatory labeling is being worked out.
In addition, the decision of the state commission instructed to develop a draft federal law "On platform economy in the Russian Federation" including to provide for the establishment of the obligation of marketplaces to take measures to exclude the possibility of selling unlabeled goods.
"After the withdrawal of many foreign companies from the Russian market, domestic entrepreneurs have made significant progress in import substitution and are ready to offer consumers high-quality and safe products. For example, as a result of the study, which covered more than 150 names of cosmetic products, discrepancies were found in 70% of imported samples, while among domestic cosmetics, deviations were found in no more than 10% of samples," Oleg Pavlov explained to Izvestia.
According to him, it should be noted that the presence of uncontrolled channels for the sale of illegal imported products poses a significant threat to consumers.
"Non-compliance with mandatory requirements and lack of information in Russian - all this multiplies the risks of misleading citizens and harming their health. Serious damage is also inflicted on domestic producers who fulfill all legal requirements, ensure compliance with technical regulations, pay taxes and fees established by law and, as a result, cannot compete with illegal goods on an equal footing. As a result, the processes of development of domestic production and import substitution are hindered", - said the public activist.
In Russia from November 1, 2024, a permissive regime was introduced for the sale of beer and low-alcohol beverages, shoes, cameras, tires, clothes, perfume, dietary supplements, antiseptics and certain types of medical devices.
