From December 1, 2024, an experiment on biometrics for foreign citizens at checkpoints across the state border will be introduced: only those who have shared the image of the face and fingerprints will be able to enter the territory of Russia.
At the first stage, data will be collected at checkpoints at Sheremetyevo, Domodedovo, Vnukovo and Zhukovsky airports, as well as, if technically possible, at the Mashtakovo automobile cargo and passenger checkpoint in the Orenburg region. From June 30, the requirement will be extended to all border points in the country.
For each foreigner entering the Russian Federation, a digital profile will be formed, integrated into a number of state systems, including "Gosuservices". The new rules will not affect citizens of Belarus and all children under the age of six, as well as employees of diplomatic missions, international organizations, consular officials and their family members, holders of diplomatic and service passports and those who have a diplomatic or service visa.
Income verification
From December 30, the activities of notaries will make money laundering more difficult. Officials will now be obliged to demand identity documents from the client, papers on the registration of a legal entity if its representative applies, as well as other confirmations stipulated by law to identify clients and update information about them.
In addition, notaries will notify Rosfinmonitoring in case of suspicion of "laundering" of illegal proceeds and provide information on all cases of refusal to make an executive inscription.
Prohibition of Childfree propaganda
In November 2024, President Vladimir Putin signed a law banning the propaganda of childfree people. The document amends the article of the Code of Administrative Offenses, it also establishes punishment for propaganda of LGBT ("international LGBT movement" is recognized as extremist and banned in Russia) and sex change.
The novelty will prohibit the dissemination of such information in the media, movies, advertising, and the Internet, but it will not affect domestic cases, for example, if a woman shares with acquaintances the reasons why she does not want to have children.
Violation of the law provides for administrative responsibility - citizens face a fine of up to Br100 thousand, officials - up to Br200 thousand, legal entities - up to Br1 million or administrative suspension of activities for up to 90 days. If propaganda materials were distributed among minors, the upper limit of these amounts is doubled.
The fines for propaganda of Childfree to a large audience (in the media or on the Internet) are higher: up to Br200 thousand for individuals, up to Br400 thousand - for officials and up to Br4 million - for legal entities. In cases where minors are affected, the maximum fine will be 400 thousand rubles, 800 thousand rubles and 5 million rubles respectively.
Subsidies for payment of housing and utility services
December 25, the rules for receiving subsidies for payment of utilities are changing. Now electronic applications for payment and attached documents, which can be submitted through "Gosusgoservices" and regional portals of public services, will be accepted in the presence of an enhanced non-qualified or qualified electronic digital signature of the applicant.
If an incomplete list of documents is submitted, consideration of the application will be suspended for up to 10 working days and the applicant will be sent a notice with a list of missing papers.
In addition, according to the law of November 23, 2024 № 406-FZ, which comes into force on December 4, for the sale and submission to the tax authorities of false invoices and tax returns will be punished by imprisonment for up to seven years, if the act is associated with the extraction of large profits. Also the trickery may result in a fine of up to 300 thousand rubles or threaten with compulsory labor for up to four years.
If a similar crime is committed by a group of persons by prior conspiracy, the period of forced labor will increase to five years, and the offenders will go to prison for up to seven years with a fine of up to 800 thousand rubles.
To the theater with a passport
Another experiment, which starts in the last month of the outgoing year, will be the purchase of tickets to cultural events after confirmation of identity. Now those wishing to get to performances and concerts must present an identification document: a passport of the Russian Federation, a driver's or pension card, a Muscovite social card or a student ticket. The same must be shown to the controller before entering the event. The new rules affect all events with seats, which will be held from March 15 to the end of 2025. If the ticket was purchased before December 1 of this year, the process will remain the same.
The experiment will take place in 63 theaters and 36 concert halls in the capital, including the Sovremennik Theater, the Theater of Satire, the Theater on Malaya Bronnaya, and the ZIL Cultural Center. All of them are subordinate to the Department of Culture. The innovation also applies to rental events held by third-party organizers in the institutions that are under the management of the department.
Exams for migrants
From December 10, 2024, foreign citizens will be able to take an exam in Russian as a foreign language, Russian history and the basics of Russian legislation only in state organizations from the list approved by the government. Their inclusion in this list will be based on the proposals of the Ministry of Science and Higher Education in coordination with the Russian Ministry of Internal Affairs and Rosobrnadzor.
Previously, commercial companies were allowed to conduct exams, which gave more opportunities for violations.
Write-off of servicemen's loans
Russian President Vladimir Putin signed a law, according to which on December 1, 2024 some servicemen and their wives will write off overdue loans of up to 10 million rubles. This refers to the termination of obligations under contracts for which a judicial act on debt collection came into force and enforcement proceedings were initiated before December 1, 2024.
The bill applies to mobilized, as well as those performing military service under conscription (except for cadets of military schools) and other citizens who have concluded a contract on service in the Armed Forces of the Russian Federation to perform the tasks of the NWO, as well as their wives. Those who from December 1, 2024 conclude a contract to serve in the RF Armed Forces for a year or more and their family members will have the opportunity.
In addition, credit vacations are increased in respect of FEA fighters who ceased participation in special operations - from 30 to 180 days after the cessation of participation in combat operations. Fighters can apply to the lender for a vacation until December 31, 2024.
Prison romance
On December 20, convicts who are brought to participate in investigative actions or court proceedings as suspects and accused and placed in pre-trial detention centers will be entitled to long visits with relatives and other persons. This will be carried out in accordance with the procedure established by the PEC.
The meeting will be possible with the written permission of the person or body in charge of the criminal case against the prisoner. Also, the right to a visit is allowed to be replaced by a short-term right to a telephone conversation.

More military personnel
From December 2024, the number of regular servicemen of the Russian Armed Forces will increase by 180 thousand people and will amount to 1.5 million servicemen. The total strength of the Russian Army will amount to almost 2.4 million personnel. In addition to cadre military personnel, this number includes civilian personnel: cooks, drivers, psychologists and medical workers.
The Defense Ministry explained that the increase in the number of military personnel is not due to the expansion of conscription or mobilization, but due to those signing up for contract service.
Train tickets will go up in price
Tariffs for passenger transportation will increase from December 1. Russian Railways will increase the cost of travel in the platskarte, common carriages, compartment, SV and suite of long-distance trains by about 11.6%. At the same time, passenger companies' fees and charges will increase by 10.2% on long-distance routes and by 13.8% on suburban routes. The proceeds will be used to buy new locomotives and railcars.

If a citizen has pension savings, he or she can choose an insurer to manage them - it can be either the Social Fund of Russia or a non-state pension fund (NPF). If a person wants to transfer funds from one organization to another, he must submit a corresponding application by December 1.
It is important to remember that frequent transfer from one insurer to another, more than once in five years from the date of the last application, entails loss of investment income. This does not apply to cases when savings are in the SFD - then the change of management company or investment portfolio of the MC can be made annually without losses.
Benefits through a single platform
In December this year, the transition period for the provision of social protection measures through the GIS "Unified Centralized Digital Platform in the Social Sphere" will end. On the 31st of the resource will be posted all the information according to which citizens can be categorized as beneficiaries: victims of radiation or man-made disasters, members of large families, veterans and disabled veterans of World War II, family members of deceased disabled veterans and participants of World War II, labor veterans, former juvenile prisoners of places of forced confinement created during World War II, as well as orphans.
The assignment of benefits and other social payments to such categories of Russians will be carried out through a single platform, and they will also receive notifications of the types of state assistance they are entitled to.
