The State Duma passed a law extending MTPL insurance to Belarus


The State Duma has adopted in the second and third readings a law which proposes to extend the validity of CMTPL insurance policies to the territory of Belarus. The document is posted in the legislative activity system of the lower house of parliament. The document was initiated by the Russian government.
The law provides for the creation of a single system of compulsory insurance of civil liability of vehicle owners within the Union State. It will come into force on January 1, 2025.
The right to conclude a single contract of compulsory motor TPL insurance will be granted to insurance companies permanently located in the territory of the Union State. It will be possible to issue such insurance only for vehicles registered in the member states of the Union. This contract will be drawn up electronically as a supplement to the main policy of "motor liability insurance". It must necessarily specify the policyholder, the insured vehicle, the term of validity and the period of use of the vehicle (they may differ), as well as the procedure for changing, renewal, early termination of the contract and payment of the insurance premium.
The driver, when issuing a MTPL policy in Russia, will be able to include an additional agreement allowing the validity of the policy to extend to the territory of Belarus. A similar mechanism will be available for Belarusian car owners, member of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Artur Taymazov (United Russia) explained to TASS.
The cost of the extended policy will be calculated on the basis of the tariffs in force in the country where the vehicle is registered and will be taken into account as an additional risk. The basic cost of MTPL will not change for those who are not interested in this service, he said. In the case of an accident, compensation for losses will be determined by the laws of the country where the accident occurred.
Earlier in the day the State Duma adopted in the first reading of the bill on the introduction of a fine of up to Br5 thousand for repeated driving without a MTPL policy.
November 22, it became known that the least number of car owners, who have the maximum discount for accident-free driving under MTPL, lives in the republics of Crimea and Dagestan. The highest proportion of car owners who have the maximum discount is in Moscow.
