The introduction of a fine of up to 5 thousand rubles for driving without MTPL insurance was adopted in the first reading

The State Duma has passed in the first reading a bill on the introduction of a fine of up to 5 thousand rubles for repeated driving without a CMTPL policy. This was reported by TASS on November 26.

The bill was submitted to the State Duma by the Parliament of Kabardino-Balkaria. It is proposed to establish a fine of 3 thousand to 5 thousand rubles for repeated driving without MTPL, supplementing Article 12.37 of the CAO RF ("Failure to comply with the requirements for compulsory insurance of civil liability of vehicle owners").

Now the fine under Part 1 of Article 12.37 of the CAO ("Driving during the period not provided for by the policy, or transferring control to a driver not included in the contract") is 500 rubles and 800 rubles under Part 2 of the same article ("Driving without a valid policy"). A separate penalty for such a violation, committed repeatedly within a year, is not provided.

The day before it was reported that the Russian Union of Auto Insurers supported the bill, but noted that the new punishment will be effective only if the violation is recorded with the help of automatic cameras. In the Ministry of Internal Affairs believe that the implementation of fines from cameras will not be possible before October 2026, because it requires modernization of a number of information systems.

November 22, it became known that the least number of car owners, who have the maximum discount for accident-free driving under MTPL, lives in the republics of Crimea and Dagestan. The largest share of car owners who have the maximum discount is recorded in Moscow.

Also last Friday it was reported that the average price of hull insurance policy in Russia increased by 21.8% in 10 months of 2024 - from 34.9 thousand rubles in 2023 to 42.5 thousand rubles. At the same time, the average price of a CMTPL insurance policy decreased by 7.6% compared to the same period in 2023 - from 7130 to 6622 rubles respectively.
