The State Duma has introduced a draft law on the mechanism for suspending the ban of a terrorist organization

The State Duma has been introduced a bill proposing to introduce a mechanism to temporarily suspend the ban on the activities of an organization that is recognized as a terrorist organization in Russia. The document was published in the State Duma database on November 26.

In an explanatory note, the authors of the bill recalled that the Federal Law "On Countering Terrorism", adopted in 2006, has provisions describing the mechanism for banning the creation and activities of organizations that exist to justify, propagandize, support terrorism and commit terrorist acts.

"However, over time, a situation may arise in which the organization after its inclusion in the list of terrorist organizations has ceased activities aimed at propaganda, justification and support of terrorism or the commission of named crimes," - stated in the explanatory note.

It is noted that there is no mechanism for suspending the ban on the activities of such an organization in the legislation of the Russian Federation, and the bill proposes to eliminate this gap. In order to achieve a temporary lifting of the ban, representatives of the organization will be able to file a lawsuit in court and demonstrate documents proving their renunciation of terrorist activity. If the court makes a positive decision, the list of terrorist organizations banned in Russia will be amended.

Earlier, on October 24, Russia's permanent representative to the UN Vasily Nebenzya noted that Russia is at the forefront of the fight against terrorism and is making every effort to combat this threat. In addition, the country provides assistance in this area to all states that need it.

Before that, on August 13, the National Anti-Terrorist Committee (NAC) said that since the beginning of 2024, 110 terrorist attacks have been prevented in Russia, and more than 1,050 suspects suspected of preparing these crimes have been detained.
