The Pravcomission approved the collection of tax debts from citizens without a court of law

The authorities will authorize tax authorities to collect debts from citizens without a court. The mechanism will work if an individual does not contest an additional charge. The amendments will apply to those Russians who declare liabilities independently - for example, when submitting a declaration or using the self-employment regime.

Such a bill has been prepared by the Ministry of Finance (Izvestia has the documents). On November 25, the specialized law commission approved the initiative, a source in the Cabinet of Ministers told the editorial board. The amendments may come into force in November 2025.

Currently, tax debts of individuals are collected through the court, said Alexander Zelinko, an expert on tax and civil law disputes of the Russian Bar Association. He specified: control authorities file lawsuits and after receiving a court decision can seize the necessary amount through the arrest of bank accounts or imposing restrictions on real estate transactions.

According to the materials to the Pravcomission, if the tax office sends a notice of debt collection without a court, but the citizen will not agree, he will be able to file an application for recalculation or complaint - both before and after the due date. If the objection is rejected, and the individual can express disagreement again in the next month, then the proceedings will move to court. At the same time, operations on bank accounts of individuals will not be suspended.

According to forecasts of the Ministry of Finance, the changes may bring an additional Br22.5 billion to the budget system.
