Penalty for driving without MTPL insurance may be increased sixfold

The State Duma intends to increase the maximum fine for driving a vehicle without a CMTPL insurance policy six times - from 800 to 5,000 rubles. The initiative was supported by the government, the Interior Ministry and market participants, reports "Kommersant" on November 24.

The bill on the introduction of a fine of Br 3-5 thousand for repeated driving without MTPL insurance was recommended by the State Duma Committee on State Construction to pass in the first reading. The initiative belongs to the parliament of Kabardino-Balkaria.

According to the Ministry of Internal Affairs of the Russian Federation, violations under Article 12.37 of the CAO are among the three most common, recorded by inspectors. In 2023, more than 2 million rulings were issued under this article. The Russian Union of Motor Insurers (RAMI) estimates that 7-10% of Russian drivers (2.5 million to 3.6 million people) drive without CMTPL insurance.

RAMI supported the bill, but noted that the new punishment will be effective only if the violation is recorded with the help of automatic cameras. The Ministry of Internal Affairs believes that it will be implemented not earlier than October 2026, as the modernization of a number of information systems is required.

Now the penalty under Part 1 of Article 12.37 of the Administrative Code (driving during the period not provided for by the policy, or transferring control to a driver not included in the contract) is 500 rubles and 800 rubles under Part 2 of the same article (driving without a valid policy). There is no separate punishment for such a violation committed repeatedly within a year. If the document is adopted, the amount of the fine will approach the average cost of the policy (about Br7.65 thousand).

Earlier in the day it was reported that the State Duma proposed to raise the upper threshold of insurance payments for MTPL in accidents. The bill was prepared by deputies from the LDPR faction headed by the Chairman of the Committee on Labor and Social Policy Yaroslav Nilov.

November 22, it became known that the least number of car owners who have the maximum discount for accident-free driving under MTPL insurance, live in the republics of Crimea and Dagestan. The highest proportion of car owners who have the maximum discount is recorded in Moscow.
