The State Duma has proposed raising the upper threshold for insurance payments under compulsory motor TPL insurance in the event of a road accident. The bill was prepared by deputies from the LDPR faction headed by the chairman of the Committee on Labor and Social Policy Yaroslav Nilov. About it on November 25, he reported in his Telegram-channel.

The parliamentarians proposed to increase the sum insured, within which the insurer is obliged to compensate for the harm caused to the victims in the event of each insured event, up to Br650 thousand in case of harm to life or health of each victim, and up to Br520 thousand, if the harm is caused to property. Now the maximum amount of payments is Br500 thousand and Br400 thousand, respectively.

Deputies noted that the current amounts have not been revised since 2014, while insurance rates, the cost of spare parts and auto repair, as well as medical services have increased over the decade. The developers of the bill indicated that under current conditions, Br400 thousand is not enough to repair the damaged car, and the missing amount is recovered from the perpetrator of the accident. In addition, recently there has been an increase in cases of understatement of the cost of repair by insurance companies in order to maximize profits, they said.

Yaroslav Nilov emphasized that an increase in insurance amounts by 30% should not lead to an increase in the limits of prime rates of insurance tariffs and insurance tariff coefficients, taking into account the income and expenses of insurance companies in CMTPL insurance. If the bill is adopted, its entry into force is expected from September 1, 2025.

November 22, it became known that the average price of a hull insurance policy in Russia increased by 21.8% in 10 months of 2024 - from Br34.9 thousand in 2023 to Br42.5 thousand. At the same time, the average price of a CMTPL insurance policy decreased by 7.6% compared to the same period in 2023 - from 7130 to 6622 rubles respectively.

Also on Friday, it was reported that the least number of car owners, who have the maximum discount for accident-free driving under MTPL, live in the republics of Crimea and Dagestan. The highest proportion of car owners with the maximum discount is recorded in Moscow.
