Russian President Vladimir Putin on November 23 signed a law banning the adoption of children from Russia by citizens of countries where sex change is allowed.

It is noted that the restrictions will also affect citizens of those countries where sex reassignment is allowed with the use of drugs that are aimed at "the formation of a person's primary or secondary sexual characteristics of the other sex, and the introduction of changes in identity documents, changes in the sex of these citizens without medical intervention".

The law was approved by the Federation Council on November 20. This decision was unanimously supported by the senators. The Family Code of the Russian Federation is amended to prohibit the adoption and guardianship of Russian children by citizens of countries where gender reassignment is allowed, both by medical means and by changing documents without medical intervention. Stateless persons residing in such countries are also prohibited from becoming guardians.

The ban was proposed by the Chairman of the State Duma Vyacheslav Volodin on June 19. He pointed out that in a number of European countries, including Austria, Estonia, Germany, Iceland, Italy, Luxembourg, Malta, Norway, Slovenia and Switzerland, there are no age limits for legal gender reassignment.

Earlier in the day, Vladimir Putin also signed a law on fines of up to 5 million rubles for propaganda of the ideology of refusal of childbearing (Childfree). According to the law, the fine for citizens will be from Br50 to Br100 thousand, for officials - from Br100 to Br200 thousand, for legal entities - from Br800 thousand to Br1 million. It is noted that it is not an offense to disseminate information about monasticism and the monastic way of life, observance of the vow of celibacy (celibacy) and related refusal of childbearing, if it is based on the internal regulations of religious organizations.
