The least number of car owners who have the maximum discount for accident-free driving under CMTPL insurance live in the republics of Crimea and Dagestan. This is stated in the report of the Russian Union of Motor Insurers (RIA), which was received by "Izvestia" on November 22.

Insurers have studied the data from October 1, 2023 to September 30, 2024. It turned out that in the Republic of Crimea only 3.1% of car owners have the maximum discount, in the Republic of Dagestan - 5%, in Sevastopol - 5.3%, in the Chechen Republic - 6.5%, and in the Republic of Tyva - 6.9%.

The highest proportion of car owners who have the maximum discount for accident-free driving under CMTPL insurance was recorded in Moscow. In the capital almost half (49.3%) of car owners have the minimum value of the bonus-malus coefficient (KBM). The second place is occupied by St. Petersburg (46.1%), followed by the Moscow region (44.3%), the Perm region (43.6%) and the Leningrad region (43.6%).

According to Evgeny Ufimtsev, President of RAMI, the average proportion of car owners with the minimum bonus-malus coefficient (KBM) in the country as a whole is 34.5%, which has increased by 4 percentage points over the year. This means that more than a third of the country's drivers have not caused an accident in the last ten years, he noted.

"While we have seen the proportion of careful drivers rise in all regions of the country, it is still critically low in some. Which may indicate that in these regions there is a systemic problem either with driver training or road conditions, or the risks of unfair practices and fraudulent actions are high," said Ufimtsev.

November 20, it was reported that the State Duma passed in the first reading of the bill, which introduces the possibility to register a traffic accident on the portal "Gosuservices" in the presence of a policy of MTPL. With the adoption of the document drivers of vehicles involved in an accident can issue a notice of the accident without calling a police officer and filling out paper forms.

November 18, it became known that the State Duma proposed to introduce on the portal "State Services" function of sending messages to the owners of cars that interfere with the passage of other cars. It is assumed that it will be possible to send messages to the car owner by the license plate number of his car or to conduct secure calls using the portal. Messages or calls will be anonymized to protect the personal data of both parties.
