Anton Alikhanov, head of the Russian Industry and Trade Ministry, said this in an interview with Rossiya-24 TV channel, TASS reported on November 21.

"We have those funds that we earn on the utilization fee, including will be directed to the development of our own domestic car platforms. We must move away from just assembly, albeit in-depth, localized in some way, to the fact that all design documentation, all knowledge, understanding of the production of all parts should be clear to us. We should be the owners of the CD (design documentation) of all the know-how. And we will create such mini-consortiums between several players and co-finance their expenses for the creation of the platform," Alikhanov said.

According to the head of the Ministry of Industry and Trade, it is necessary to restart idle plants, as the market balance has seriously changed.
