The Russian authorities plan to create mini-consortiums between the players of the Russian car industry and co-finance their costs for the development of a domestic automobile platform, with funds for it to be used, including from the recycling fee. Anton Alikhanov, head of the Russian Industry and Trade Ministry, said this in an interview with Rossiya-24 TV channel, TASS reported on November 21.

"We have those funds that we earn on the utilization fee, including will be directed to the development of our own domestic car platforms. We must move away from just assembly, albeit in-depth, localized in some way, to the fact that all design documentation, all knowledge, understanding of the production of all parts should be clear to us. We should be the owners of the CD (design documentation) of all the know-how. And we will create such mini-consortiums between several players and co-finance their expenses for the creation of the platform," Alikhanov said.

According to the head of the Ministry of Industry and Trade, it is necessary to restart idle plants, as the market balance has seriously changed. If before 80% of the market was domestically assembled cars, now the situation has changed in favor of imports, which occupies 60% He emphasized that Russia is negotiating with potential partners from Asian countries, and said that we can not repeat the mistakes that were made in cooperation with Western companies, which had the opportunity to "just turn the key, turn off the switch and leave".

On November 13, it was reported that the draft state budget for the next three years included 87.8 billion rubles for the development of its own modular platform for cars. State subsidies will be received by the Ministry of Industry and Trade's institute FSUE NAMI. 25.6 billion rubles will be allocated in 2025 and 2026 and 36.6 billion rubles - in 2027. It is planned that the modular platform will be designed for cars in a wide list of segments - both for golf-class cars and middle and business classes.

In September, the government approved a long-term indexation scale of the utilization fee until 2030 for cars, trucks, buses, trailers and semi-trailers of some types of road-building equipment. The decree entered into force on October 1, 2024. The levy rate will be indexed by 10-20% from January 1 of each subsequent year.
