Self-employed cab drivers may be exempted from medical examinations


State Duma deputies have prepared amendments to the law "On the Organization of Passenger and Baggage Transportation by Light Taxi", which envisage changing the rules of daily medical examinations and checking the technical condition of the car by self-employed cab drivers. This was announced at a press conference by Deputy Chairman of the State Duma Committee on Protection of Competition Sergei Lisovsky, as Izvestia correspondent reports from the round table on the problems of the cab industry and ways to solve them.
According to the amendments, it is supposed to introduce a "presumption of responsibility" for the self-employed, in which they will be spared the need to undergo daily medical examination and check the technical condition of cab cars, said the parliamentarian.
It is assumed that before receiving an order from an aggregator, a self-employed cab driver will have to fill out an electronic questionnaire in which he confirms that he is sober, has no health problems, and the car is in normal technical condition. If later there is an accident and it turns out that the information specified in this questionnaire is incorrect, it will be an aggravating circumstance, Lisovsky emphasized.
"The model established in the law is designed for taxi fleets, but does not take into account that these rules self-employed drivers simply can not fulfill. In some cases it is necessary to drive several hundred kilometers to the point of technical inspection or medical examination. The introduction of questionnaires and the principle of presumption of responsibility will solve this problem," - said the deputy.

On October 29, it became known that the number of dangerous incidents in cabs will grow, as a significant part of drivers are forced to work in the "gray" zone. About 70% of drivers cannot fulfill the requirements of the new law on cabs, which came into effect in September 2023, they calculated there. This forces them to leave the aggregators to work in the "gray" zone and take orders in messengers and social networks.
