State Duma deputies have adopted an appeal to the Russian Government on the implementation of measures to combat illegal migration. This was announced on Thursday, November 21, by the Chairman of the State Duma Vyacheslav Volodin.
"It (the appeal) contains proposals for systemic measures, including in fulfillment of 13 laws developed and adopted by us since the beginning of this year," he wrote in his Telegram channel.
It is proposed to introduce mandatory oral testing of Russian language skills for migrants, expand video recording of exams, differentiate language proficiency levels depending on profession and strengthen control over the testing procedure.
In the field of labor migration it is proposed to develop uniform criteria for its regulation, to establish clear quotas, to strengthen the responsibility of employers and to develop a transition to the collection of biometrics of foreign citizens.
It is noted that the State Duma is preparing a bill "to ban the admission to schools of children of migrants without proof of knowledge of the Russian language". Also controls the formation of the list of professions that give the right to a simplified residence permit.
Earlier, November 15, it was reported that the deputies of the LDPR faction headed by Leonid Slutsky prepared a bill, according to which the advance payment for a patent to work in Russia for migrants is proposed to be doubled. The authors of the document specified that, according to the Ministry of Internal Affairs of Russia, the number of issued labor patents for those who came to the country without visas in 2023 increased by 3.6% compared to the previous year, amounting to 2.3 million.
