The Prosecutor General's Office, the Ministry of Internal Affairs, the Ministry of Labour and the Pension and Social Insurance Fund (PSSF) will have access to information contained in the State information system for monitoring the turnover of goods subject to compulsory marking with means of identification (GIS MT). Such an initiative was taken by the Ministry of Industry and Trade of Russia, which prepared a draft of the relevant government decree. Izvestia has familiarized itself with the document.
The listed agencies will enter into an agreement with the Ministry of Industry and Trade and the Center for Development of Advanced Technologies, which is the operator of the state marking information system "Honest Mark".
Access of the Ministry of Internal Affairs to the information system of labeling will allow for more rapid inspections and detection of violations related to the circulation of unlabeled tobacco and nicotine-containing products.
The Prosecutor General's Office will supervise compliance with the laws of the Russian Federation and use the data to coordinate inspections of unscrupulous businesses.
Also, the data will be used by the Ministry of Labor and FPSS for more effective planning and control of the provision of disabled people with necessary technical means of rehabilitation, as well as the distribution of support measures to citizens in need.
Earlier, on October 29, it was reported that the Ministry of Industry and Trade proposed to conduct from December 15, 2024 to August 31, 2025 an experiment on labeling of certain types of sweets and confectionery products in Russia. It is assumed that the experiment will affect chocolate, candies, marshmallows, pastilles, cookies, jelly, marmalade, chewing gum and others.
In Russia, 24 groups of goods are being labeled and 14 experiments are underway. Currently, labeling covers more than 19.5% of the country's non-resource GDP.
