Of the total number of those who took advantage of special programs for the purchase of housing, 70% were medical workers, another 13% - teachers, 10% - participants of a special military operation, about 7% - representatives of law enforcement agencies. This follows from the data of the developer "Strana Development", which were familiarized with "Izvestia" on November 21.

It noted that after the abolition of preferential mortgages, many developers together with credit institutions began to develop various programs to support buyers from the most vulnerable social categories of citizens and representatives of socially important professions.

As explained in the company, the mechanism of subsidizing mortgage rates works in this way: the bank gives the borrower a mortgage at a lower rate, and the developer compensates the credit institution for the difference between the market and the provided rate from its own funds. In this case, each developer independently regulates the terms of pricing, the system of discounts and surcharges to the price depending on its capabilities and the financial model of the project.

"After the abolition of preferential mortgage programs and the increase in the key rate, developers have to adapt to the new conditions. If earlier the main tool was a mortgage with state support, now it has been replaced by our own installment programs, which we have developed together with partner banks," added Alexander Mikhailov, head of the sales department of TCHNO Group of Companies.

According to him, the task of such programs is to help customers to fix the conditions for a period of two or three years until the stabilization of the market rate on the mortgage, and the developer - to sell objects on acceptable terms.

Earlier on November 18, an expert of the "People's Front" project "For the Rights of Borrowers" Alexandra Pozharskaya told "Izvestia" that having bought an apartment in installments and failing to meet the obligations, the consumer is deprived of the opportunity to take a mortgage loan for it. In the case of installments, the bank will not approve a mortgage on real estate with an encumbrance in the form of collateral, she added.

At the same time, lawyers and human rights activists believe that the legislation, which now regulates installments in the sale of real estate, leaves a large field for freedom of action on the part of developers.
