The State Duma passed in the first reading a bill on payments for foreign agents to special accounts

The State Duma has passed in the first reading a bill proposing a special procedure for transferring payments to foreign agents for intellectual activity to special ruble accounts. Information about it on November 20 published on the website of the State Duma.

"The State Duma Committee on security and anti-corruption recommends the State Duma to adopt the above bill in the first reading", - stated in the conclusion of the Chairman of the Committee, Deputy of the State Duma Vasily Piskarev.

The legislative initiative proposes to oblige persons recognized as foreign agents to open special accounts to which royalties will be deposited. If the foreign agent itself does not create such an account, it will have to be done by the person who will transfer funds. It will be possible to use the money from the special account only after exclusion from the register of foreign agents.

"Withdrawal of funds from the said account for the obligations of a foreign agent is possible by court decision or on grounds to be provided for by a decision of the government of the Russian Federation. We must not allow the accomplices of our opponents to enrich themselves at the expense of Russia and Russians," Piskarev said at the State Duma session, where the first reading of the bill was held.

Piskarev pointed out that the initiative is a mature decision supported by the residents of the Russian Federation, it is aimed at protecting the security and sovereignty of the state.

Earlier, on November 14, the bill was submitted to the State Duma. Piskarev then said that the initiative would deprive foreign agents of the ability to sponsor the Armed Forces of Ukraine (AFU). The committee head noted that 429 lawmakers from all factions, including Duma Speaker Vyacheslav Volodin, had co-authored the draft law.
