State Duma deputies have adopted a resolution on an appeal to Russian Prime Minister Mikhail Mishustin on the topic of countering illegal migration through systemic measures. The document is posted on Wednesday, November 20, in the electronic base of the lower house of the Russian parliament.

"The State Duma appeals to you, dear Mikhail Vladimirovich, with a request to ensure proper law enforcement in the implementation of systemic measures to counter illegal migration, as well as to form, in accordance with the competence of the Government of the Russian Federation, systemic solutions," the text reads.

In particular, it is proposed to develop unified criteria and approaches to the regulation of labor migration, to define clear parameters of labor resources attracted from other countries, taking into account specialization, and to consider the transition to the full collection of biometrics of foreigners when crossing the state border of the Russian Federation.

The draft appeal was submitted on Monday by the Duma Control Committee and Deputy Speaker Irina Yarovaya.

Earlier, on November 13, the State Duma approved a law that increases fines for forging documents for illegal migration. For legal entities they will be from 5 million to 10 million rubles, for repeated violations - from 10 million to 60 million rubles.

Before that, on November 9, Russian President Vladimir Putin signed a law on toughening penalties for organizing illegal migration. The amendments provide for punishment from two to five years of imprisonment and possible additional punishment. The measures are also applicable to persons who used Russia for the transit of foreigners.
