Wednesday, November 20, the Federation Council approved at a plenary session the law on fines of up to Br5 million for the promotion of Childfree - the ideology of voluntary refusal to have children.
It is specified that the decision was supported by 162 senators, one opposed the introduction of punishment, there were no abstentions. The law will come into force 10 days after the official publication.
"Thus, the law introduces a ban on propaganda, refusal of childbearing, including in the media. It establishes an extrajudicial procedure for blocking such information on the Internet, and also introduces administrative responsibility for propaganda of refusal of childbearing", - said Senator Natalia Kuvshinova.
For violation of this law, the maximum fines for citizens will be up to Br400 thousand, for officials - up to Br800 thousand, for legal entities - up to Br5 million.
It is noted that the owners of social networks will need to monitor to identify information containing propaganda of childfree.
November 12, the State Duma adopted in the second and third, final, readings of the law on the prohibition of propaganda of child abandonment in the Internet, media, cinema and advertising. The initiative was authored by a group of senators and deputies headed by Duma Speaker Vyacheslav Volodin and Federation Council head Valentina Matvienko.
Before that, in September, Russian presidential spokesman Dmitry Peskov said the Kremlin prioritized raising the birth rate in the state. According to him, the bill on introducing liability for propaganda of the Childfree ideology will facilitate some processes in society.
