The State Duma has introduced a bill on fines of up to 1 million rubles for bookmakers

A bill proposing to introduce fines for bookmakers for betting with customers under 18, debtors and incapable people has been submitted to the State Duma. The draft was published on November 19 in the database on the website of the State Duma.

The document supplements Article 14.1 of the Administrative Code of Russia with Part 4. Among those restricted by the court in legal capacity, for accepting bets at which bookmakers should be fined, the authors single out citizens with gambling addiction, as well as with alcohol and drug addiction. Among the debtors, with whom bookmakers should not work, are mentioned people who evade paying alimony.

"For committing this administrative offense, the bill establishes a measure of administrative punishment in the form of an administrative fine on legal entities in the amount of 500 thousand to 1 million rubles. <...> Acceptance of rates from this category of persons causes significant harm to their legitimate rights and interests," says the explanatory note to the draft law.

The authors of the draft law draw attention to the fact that there is no direct ban on accepting bets from these categories of citizens. For example, the law does not allow those under 18 to visit gambling establishments, but children may not come to bookmakers in person, but make bets via the Internet. A fine for accepting bets could close this gap in the law and actually replace an outright ban.

Earlier, on July 25, in the State Duma introduced a bill proposing to introduce fines for bookmakers for accepting bets from citizens who have established a self-imposed ban on participation in gambling. For officials proposed a penalty of 10-30 thousand rubles, and for legal entities - 50-100 thousand. The draft law on the introduction of such a self-addiction was introduced in the State Duma at the same time.

Before that, on July 24, it was reported that the State Duma is actively discussing the issue of banning advertising of betting on sports. In the legislative body is confident that this way of promoting the services of bookmakers provokes the desire of citizens to gamble.
