Nabiullina spoke about the results of the fight against fraudsters-droppers
Tightening of banking regulation has started to show results, and the droppers have started to be quickly detected. This was announced by the head of the Central Bank of Russia Elvira Nabiullina in the State Duma on November 19.
She explained that droppers are citizens who give their bank cards to fraudsters to withdraw stolen money. Most often they are young people who get involved in such criminal activities for a fee, not realizing the risks and not understanding what they are helping.
"We can already see: the tightening measures we have included in the regulation are starting to have an effect. Now such (dropper cards. - Ed.) cards are blocked very quickly, sometimes within a few minutes, if these signs are detected. We are working with banks to identify such signs," Nabiullina said.
She pointed out that to prevent the activity of droppers it is necessary, firstly, to conduct explanatory work with schoolchildren and students, and secondly - to tighten regulation. In particular, it is necessary to strengthen the responsibility for dropperism, and here the Central Bank supports the initiative of law enforcement agencies, which propose to criminalize it.
Earlier, on November 13, Alexander Vurasko, development director of the Solar AURA center for monitoring external digital threats, told Izvestia that droppers are an important link in deceptive schemes, and fraudsters always have a high demand for such people. The expert pointed out that almost all crypto exchanges and casinos use droppers in their activities. At the same time, such people are not able to tell law enforcers anything about their accomplices even after detention, because they do not know who they worked for.
On the same day, Internet analyst Maxim Gorbunov told Izvestia that fraudsters have become more active in recruiting people who could become droppers. In addition, in October-November, the number of advertisements for buying cards of regional banks increased by more than 30%.
