Ministry of Transport plans to ban people under 16 from driving electric scooters


The Ministry of Transport of the Russian Federation is preparing amendments to the traffic rules, according to which the minimum age for driving personal mobility equipment (PME) will be raised from 14 to 16 years old. This was announced by Deputy Director of the Department of State Policy in the field of automobile and urban passenger transport Vladimir Lugovenko, reports the correspondent of "Izvestia" on November 19.
In addition, as Lugovenko told a round table of the forum "Transport Week" in Moscow, within the framework of interdepartmental discussion of changes in the law on traffic organization it was decided to abandon the transfer of SIM tracks (trip routes) to the authorities.
"Also, a conceptual decision was made to exercise control over traffic rules compliance by persons driving SIMs in the classical way - with the help of license plates and photo-video fixation systems for traffic violations," he said.
In the near future, the Ministry of Transport will finalize these changes to the traffic rules and will submit them for public discussion, Lugovenko added.
November 6, it was reported that at the end of nine months of 2024 in Russia, the number of accidents involving electric scooters and other means of personal mobility (SIM) increased by 1.5 times. The largest number of such accidents were registered in Moscow and St. Petersburg, in Krasnodar and Krasnoyarsk regions.
