Improving the quality of education in Russia and reducing the burden on teachers remain among the main tasks, Russian Prime Minister Mikhail Mishustin said on November 19.

"The results of feedback from parents, pupils and students, teachers and professors show that there remains a fairly large demand for improving the quality of domestic education. There are also serious problems - this is a high bureaucratic burden on teachers and their shortage in a number of regions," he said at a strategic session on the development of general and vocational education.

At the same time, Mishustin recalled the systemic decisions already taken to improve this sphere. In particular, he pointed to the readiness of a comprehensive action plan to improve the quality of education in exact sciences and science subjects in all schools in the country, as well as the level of teacher training and eliminate staff shortages.

According to the head of the government, the plan is designed to ensure that young people enter specialized universities with good knowledge and enter Russian enterprises with sufficient qualifications.

In turn, in the sphere of higher education, a pilot project was launched at the beginning of the academic year to improve the teaching of fundamental disciplines, the Prime Minister recalled. Now it is being implemented in 50 advanced engineering schools on the basis of leading institutes.

Mishustin also recalled the pilot implementation in six universities of a new model of higher education, which instead of bachelor's and specialization provides for basic higher education and specialized level instead of master's degree.

Earlier, November 16, in Rosobrnadzor reported that the USE may be transferred to a 100-point evaluation system, as well as use the results of the exam for selection to profile classes in the 10th year of study. Currently, the USE continues to use grades from "two" to "five". The timing of the transition to the new system has not yet been determined.

Prior to that, in October, Minister of Science and Higher Education Valery Falkov said that from 2026 the entry to pedagogical specialties will be through passing the Unified State Exam in a specialized subject. At the same time, no significant changes in the system of admission to higher education institutions are planned in 2025.
