The holiday was established in 2000 by decree of President Vladimir Putin. Its date was chosen not by chance: it was November 21, 1991 was signed a decree on the establishment of the State Tax Service, which was the starting point for the formation of the modern system of tax administration.

The history of the domestic tax service has a centuries-old history. At the beginning of the XVIII century, Peter I carried out large-scale reforms, introducing a new direct tax, the per capita tax, which fundamentally changed the system of taxation. With the beginning of the reign of Alexander II in the nineteenth century, excises and duties were introduced. These measures reflected the need to adapt taxation to the industrial age.

After the 1917 revolution, the tax system underwent radical changes. State-owned enterprises that formed the country's budget became the main taxpayers. Individuals' contributions remained minimal, as the system of planned economy did not imply private property.

With the collapse of the USSR a new period of transformation began. In 1991, the State Tax Service of the RSFSR was established, the main task of which was to ensure tax revenues in the transition to a market economy. In 2004, its functions were transferred to the Federal Tax Service (FTS), which is responsible for tax collection, control over compliance with legislation in this area and creation of comfortable conditions for taxpayers.

On November 21 in Russia, ceremonial meetings are traditionally held in territorial divisions of the Federal Tax Service, the best employees are awarded diplomas, medals and letters of thanks. Many teams organize corporate events and informal meetings on this day.
