Rosfinmonitoring has added three foreign mercenaries who took part in battles on the side of the Armed Forces of Ukraine (AFU) in the special operation zone to the list of terrorists and extremists. The information about this follows from the agency's database updated on 18 November.

It is specified that the list of terrorists and extremists was supplemented by a mercenary from New Zealand, Jordan O'Brien, and two mercenaries from the USA, Derrick Bales and Daniel Bernard Rebar.

Also added to the list were the former head of the Main Intelligence Directorate (GID) of the Ukrainian Defense Ministry, Vasyl Burba, Ukrainian Colonel Roman Kachuri, two AFU fighters accused of crimes committed in Kursk Region, Ivan Dmitrakov and Vitaliy Panchenko. In addition, Ukrainian General Dmytro Krasilnikov, who is also involved in crimes in Kursk Region, was added to the list of terrorists and extremists.

Earlier, on November 7, the Main Military Prosecutor's Office approved the charges in the criminal case against 36-year-old mercenary from New Zealand Jordan O'Brian. He is charged under Part 3 of Article 359 of the Criminal Code ("Participation of a mercenary in an armed conflict"). According to investigators, in April 2022, the foreigner arrived in Ukraine, joined the mercenary group "Dark Angels" and as part of it began to fight against the Russian military and civilians for a fee of 450 thousand rubles per month. In August 2024, O'Brien as part of the Ukrainian army illegally invaded the territory of Kursk region.

On October 25, the court arrested in absentia Bernard Rebar, a U.S. citizen who invaded the territory of Kursk region. A criminal case against Rebar was initiated on October 17. It was noted that the man together with other representatives of mercenary Ukrainian formations, being armed with automatic small arms and large caliber weapons with the use of explosive devices and military equipment, illegally crossed the border of the Russian Federation in September 2024 and invaded the territory of Kursk region.

Before that, on October 12, US citizen Derrick Bales was charged in absentia with terrorism, mercenarism, murder, attempted murder and a number of other crimes. It was specified that he, together with other PMC participants and VFU soldiers illegally crossed the border of the Russian Federation and entered Kursk region. Their goal was to intimidate the civilian population, damage property and destabilize the work of the authorities.

Ukrainian militants attacked Russian positions in the border areas of Kursk Region on August 6. The operation to destroy the AFU continues. The situation in the region was recognized as a state of emergency of federal character.

The special operation to protect Donbass, the start of which was announced by Russian President Vladimir Putin on February 24, 2022, continues. The decision was taken against the background of the aggravated situation in the region.
