Fines for traffic violations in Russia may be raised from January 1


Fines for violation of a number of traffic rules may increase in Russia from January 1, 2025. The government is developing the relevant amendments to the Administrative Code of Administrative Offenses, "Vedomosti" reported on November 18.
Thus, for violation of the rules of seat belt use the fine is proposed to increase from 1 thousand to 1.5 thousand rubles (Art. 12.6 of the CAO), for driving under the influence of alcohol or transfer of the right to drive a vehicle - from 30 thousand to 45 thousand rubles (symmetrically the fine for refusal of medical examination under Art. 12.26 of the CAO).
It is planned to change the range of fines for speeding: instead of the current Br500-5000 to Br750-7500 (Art. 12.9 of the CAO), for failure to comply with the requirements of road signs or markings - from Br500-5000 to Br750-7500 (Art. 12.16 of the CAO). The maximum penalty under these articles is for Moscow and St. Petersburg.
It is also proposed to raise fines under Art. 12.21.1 (violation of the rules of towing or transportation of goods) and Art. 12.21.5 (violation of the rules of large-size vehicle movement). Under Art. 12.24 for causing minor injury in violation of traffic rules, the fine will be increased from Br2500-5000 to Br3700-7500, while the average - from Br10-20 thousand to Br15-30 thousand.
In addition, the amendments plan to change the procedure for payment of discounted fines. Now, when violating most traffic rules, a driver can pay 50% of the fine within 20 days. If the amendments are adopted, the discount will be reduced to 25%, but the period of preferential payment will increase to 30 days. A source close to the government of the publication said that "the culture of paying the fine with a discount and electronically is already quite deeply rooted", so the goal has been achieved.
November 13, it was reported that in Russia proposed to revise the existing limits of CMTPL insurance payments upward. Such a need was announced during the plenary session by the head of the State Duma Committee on Social Policy Yaroslav Nilov (LDPR), discussing the bill to increase the repair period for MTPL from 30 to 45 days.
The day before, November 12, it became known that the State Duma passed in the first reading of the bill, which provides for an increase in the deadline for repair of cars under CMTPL insurance from 30 to 45 working days. In the explanatory note to the bill indicates that in the conditions of sanctions car dealers, service stations and insurers faced the problem of lack of spare parts and the breakdown of logistics chains. In these conditions, it is difficult to restore cars after accidents within the deadlines adopted until 2022.
