Restrictions against Russia, including the tightening of the visa regime, may be lifted, but only after the conflict in Ukraine is over, EU foreign policy spokesman Peter Stano told Izvestia.

"All EU restrictive decisions are reversible. In the case of measures taken against Russia, they can be reviewed by EU member states as soon as Russia stops persistent violations of the UN Charter, international law and its own international obligations," he said.

Russian President Vladimir Putin has repeatedly emphasized that the special military operation in Ukraine is being carried out in full compliance with the UN Charter. In May 2023, Russian Foreign Minister Sergei Lavrov explained that the SWO is being conducted on the basis of Article 51 of the organization's charter. It provides for the right to individual and collective self-defense, which was notified to the UN Security Council (UNSC) in a timely manner.
