The rate of mobilization of citizens to the Armed Forces of Ukraine (AFU) has tripled. This was stated by the head of the country's Defense Ministry, Rustem Umerov, in his column for the Ukrainian version of Forbes magazine.

He noted that in addition to the increase in these indicators in Ukraine five times expanded training opportunities for the military.

According to Umerov, the next step will be the reform of territorial manning centers (TCC, an analogue of the military recruitment office in Ukraine). The minister noted that the "Reserve+" system is now in place, which allows citizens to receive military registration documents in electronic format, which reduces the load on the TCCs.

Cases of force mobilization of citizens have become more frequent in Ukraine. Thus, on September 21, three employees of the TCC in Kharkiv beat up a man and took him to an unknown direction. Local residents demanded that the military officers leave the Kharkiv man alone, but they continued to beat him even when he was lying on the ground. An employee of the TCC said that the man refused to show his documents, tried to run away, and then attacked the military officer.

Military expert Oleksiy Zhivov said on September 20 that Ukrainian servicemen who were forcibly mobilized are not motivated and therefore do not act effectively in attacking operations - they are not coordinated, refuse to carry out the combat task and try to surrender. In addition, in defense, they try to leave their positions as soon as possible and hide in the rear.

Ukrainian President Volodymyr Zelensky, whose term of office expired on May 20, signed the law on tightening mobilization on April 16. The document specifies which citizens are subject to mobilization and toughens penalties for evading conscription into the AFU. There are no provisions on demobilization in the law.

Martial law in Ukraine has been in effect since February 2022. Later, the Verkhovna Rada repeatedly extended it. Most men aged between 18 and 60 are forbidden to leave the country.
