In regions with a low birth rate it was proposed to pay 1 million rubles for a mortgage

In Russian regions with low birth rates, it is proposed to pay families with children 1 million rubles each to pay off their mortgages. Such a request was addressed to the head of the Ministry of Finance Anton Siluanov by the first deputy chairman of the State Duma Committee on Education Yana Lantratova and the head of the faction "Just Russia - For Truth" Sergei Mironov, "Izvestia" found out on September 24.

"At the moment, the demographic situation in the Russian Federation remains difficult. Thus, according to Rosstat, in 2024, Russia recorded a historical minimum birth rate - in the first half of the year only 599.6 thousand children were born - 16.6 thousand less than in the same period last year. According to experts, the number of newborns in Russia has been declining for the past nine years, the decline in this indicator from 2014 to 2023 reached 35%," says the document, which is available at Izvestia.

It notes that measures aimed at supporting large families with three or more children have the greatest potential to improve the demographic situation. One of them is a mortgage payment at the birth of the third child.

"Thus, the standard amount of this payment in the country is equal to 450 thousand rubles. At the same time in Primorsky Krai there is a special program that allows families to receive payment in an increased amount - 1 million rubles. At the same time, on September 5 this year at the plenary session of the Eastern Economic Forum, Russian President Vladimir Vladimirovich Putin instructed to extend the payment of Br1 million to large families to other regions of the Far East," the document says.

In this regard, the deputies propose the Ministry of Finance to assess the feasibility of the initiative to increase the payment for mortgage repayment up to 1 million rubles in the regions of Russia with low fertility to encourage the birth of children.

According to the authors of the appeal, such regions include 23 subjects, including Tomsk, Kemerovo, Saratov, Penza, Volgograd, Leningrad, Orel, Bryansk, Voronezh regions.

"The above support measures will raise the standard of living of large families, make large families more attractive, and will also become an incentive to increase the birth rate in the country," Lantratova explained to Izvestia.

Earlier, on September 17, it was reported that a group of deputies of the faction "Fair Russia - For Truth" introduced abill toincrease the allowance at the birth of a child to 50 thousand rubles. It is proposed to amend Article 12 of the law "On state benefits to citizens with children.

The explanatory note notes that at the moment a number of subjects of the Russian Federation have established regional measures of support for families with children - additional payments at the expense of regional budgets. The authors of the document believe that "regional differentiation, in which a family can count on less or more support measures depending on the region of residence, puts families living in one or another subject of the Russian Federation in an unequal position. Therefore, it is proposed to increase the size of the lump-sum allowance at the birth of a child.
